ADSL phone line status UNFINANCIAL

I am currently on a 'NBN Cable Broadband SL Bundle 100' plan, with an active credit card for the monthly payments. However a month ago I noticed that I was able to receive incoming calls but I am unable to make outgoing calls. I tried many ways to fix the 'UNFINANCIAL' status under the ADSL settings but I am unable to do so. I will attach the screesnhot just to make it clear.


I would be grateful if someone could assist me and resolve this matter.
