How do i change call barring settings ?? Please provide a menu path

My call barring problem has been solved. The system was denying me access to "NBN Digital Voice Service Control Panel" webpage for some unknown reason. Access to the page was reinstated later in the day. No adequate warning was provided that access had been denied temporarily.
