Home Phone Dial out issue

Hey! 

I have been on the TPG NBN for a while and when I attempt to dial out I get this error message 

the number you have dialled is not available from this service, O C A 0163”

I was wondering if this had anything to do with my end:

- the phone line is plugged into line 1 and the light appears on the modem

- the internet is working perfeclty 

- I have attempted to restart the modem many times
