Home phone not working

Hello there, 

My home phone is not working, the lights at the front of the modem (VR1600v 1.1.0 0.9.1 v5006.0 Build 190305 Rel.72906, phone1 and phone2 LED is not on), internet (FTTB) is fine. 

I can hear dial tones when i plug the phone to phone1 or phone2, but i cannot receive calls, i haven't try dialing out.
