Home phone receives calls but does not dial out

I switched over from ADSL to NBN about 2 weeks ago, retaining my old (TPG) home phone number.

 

The home phone is able to recieve calls just fine. But when I try to dial out, I hear loud clicking noises over the dial tone and when I dial a number it always leads to an engaged signal. (in the first few days it led to a constant tone, or a voice error message saying the number is unavailable).

 

The Archer VR1600v is reporting no voip errors in the system log. 

 

I am also wondering how to send PMs, when I try, it says "You do not have sufficient privileges for this resource or its parent to perform this action".

It seems my (forum) priveleges have been updated, I think I can send PMs now.
