International Phone Number (not a number in different country)

I need to call customer service for Cirque Du Soleil. In the email they say call our international number. They have number for North America and different one for the rest of world.

Exact quote: International. 00-800-1-548-0000

It is a special number in no specific country. How can I call this number? I tried various combination with 0011, however, the number would be rejected straight away.

It is possible that not all providers support this type of numbers.
