I got a text message that the porting home phone number will be delayed from Telstra due to COVID-19. The question is once I terminated the service with my existing provider, does TPG able to port my used phone number?

You must keep your phone service with Telstra until it is ported. If you cancel your phone service, you may not be able to get that number.
