VOIP not working

I've been paying for a Home phone service and for the past couple of months I haven't been able to make out bound calls but receive calls on the home phone, I've looked at the gateway and apparently I don't have a phone number set up, how do I set up the number or any other ideas what's going on?

If you are able to receive incoming calls, but cannot make outgoing calls, then it is possible that you are on a Pay-As-You-Go VoIP plan.

This means that you need to add a prepaid balance in order to use the service.
