Could I please have assistance with refunding of a charge for a cancellation service.

I cancelled a Bizphone service soon after discovering that I had been billed for a service before it had been confirmed that I could use the service. I rang several times and yet, I have just recieved a bill for the service minus the initial charge. That charge was taken before any service was priovided and needs to be returned to my account.

I tried to contact by phone and was kept on the call, transfered between three operators until the call dropped out. 

How do I actually speak to someone who can assist?
