TPLINK Archer VR1600v not working with different ISP

Hi There, 

I have TPLINK Archer VR1600v V and NBN FTTC connection. When connected to the NBN Modem with a different service provider, The internet light does not turn on, neither do i get quick setup guide promoted when connected to the modem. 

Is this modem locket to TPG?
Are there any settings that need to be changed in order to use the Internet?
