TPLINK Archer VR1600v not working with different ISP

Hi There,    I have TPLINK Archer VR1600v V and NBN FTTC connection. When connected to the NBN Modem with a different service provider, The internet light does not turn on, neither do i get quick setup guide promoted when connected to the modem.  Is this modem locket to TPG?
