nbn device link light and dsl light blinking

Just got nbn and modern device and message that ask me to connect them all. Followed the instruction and all cables are pluged securly. The problem is the "link" and "Dsl" on the nbn device still blinking. And can hearing the switch inside of the nbn device keeping on and off.
