$300nbn™ New Development Charge, what is this

I am moving home and had applied you nbn for my new address. I chose 69.99 plan. But why you charge another $300 which your salesman did not say anything about it.

Unfortunately, that charges comes from NBN directly in any new installation, see the conditions.
