I signed up to NBN and only received my modem not the NCD

I signed up to NBN and only received my modem. I have not received the ncd I've tried calling TPG and spent over 2 hours phones dropped out over 5 times I've tried the online chat and it dropped out everything all time is this a joke ? Someone help. They were quite prompt in taking my money and signing me up but when it comes to technical support I've had a pretty bad experience so far not a good start
