My new equipment will not connect.

Level 2

I've followed all the instructions and I still have no connection. I've swapped telephone cables, left it overnight and still nothing. The NCD is making a clicking noise like some sort of relay is switching. That repeats every 15 seconds or so. I don't have a full set of lights on either the NCD or the modem.
