If there is an NBN box or NTD available at your premise, there is a possibility that your service is for remote activation.
The NBN box or NTD (along with other device that came with it) is NBN Co's property and should not be taken or sold hence should be complete after a previous tenant or owner leaves the service address.
Please send me a private message with your Customer ID or username in order to raise this matter with our Provisioning Team.
