Nbn service awaiting activation

Hi,
I received nbn ncd and wifi modem today.
Then I got message from tpg saying
TPG Important Reminder: Your NBN service is awaiting activation. You're required to connect your NBN modem. For instructions, visit link.tpg.com.au/EDKjOZ
Can I plug in modem and nbn ncd now?
I’m not sure what to do.

Hi,
I plugged in nbn box as per instructed.
I waited 30 minutes, connection light and dsl light keep flashing blue.
Then I reset the nbn box and waited another 15 minutes, blue light keep flashing.
At the end I have to reconnect my modem for adsl2 to get internet connection back.
Has my nbn service been activated?
Is it something wrong with my nbn line?
