Registering address for NBN

Have been waiting on the phone for over 2.5hours to speak to someone so I can register the correct address so I can have NBN installed at my place. I’m in a duplex and the second unit has an NBN box installed, the technician came out today and said we can not have NBN installed because the address is incorrect for he property yet this is the only registered address that appears. I have paid $500 and waited two weeks for someone to come out and tell me I still can’t have NBN and therefore can not have internet at all.
