Setting up NBN MODEM and NCD

Hi TPG Community,
Recently trying to connect my TPG Modem and my NBN NCD but has taken over 60mins with no luck.
Have followed all set up instructions but only the power light on the NCD is solid with the 2nd and 3rd lights constantly flashing with the 4th light not even turning on.

Can someone please help me set this up.
