Can't call in Melb & Canberra CBD

Unable to make phone calls in Melbourne & Canberra CBD. Data & SMS is working alright. Do I need a replacement SIM to rectify this.

What puzzle me is once I get out of Melbourne CBD, I can call & receive. It all show that I have full coverage (full bars) and only able to make call once out of 60 to 70 calls. It's very difficult to get to your support to get a sim replacement. Can I organise one thru here or logging to my account?
