Help ASAP - lost all mobile connectivity - emergency calls only

I have no capacity to make/receive mobile calls. I have rebooted, restarted, removed and reinstalled sim card to no avail. Please help me get this sorted ASAP as I need to be able to make/receive mobile calls. 

 

My phone is saying "emergency calls only". HELP
