How to enable international roaming when i am already in oversea.

Hey, I am already in oversea. I found i cant connect local network. I cant receive sms to verify my accont. In other words, i cant login my account to enable the setting. Please instruct me how to enable the international roaming in order to receive SMS. Thanks
