Unable to make international calls from mobile

I am unable to make international calls from my mobile even though I have the International call pack. I get the message "You have insufficent funds to make this call" . I spoken to TPG about 6 times now, and they cannot fix it. Getting no where. I have requested escalations , but to no avail. Any ideas how I can get this fixed ?
