Charging on 13 and 1300 numbers

Why TPG is charging on on 13 and 1300 numbers, even though all local and mobile phone calls are free. These numbers make the users wait for a very long time and users are unnecessarily penalised . Why don't TPG insisit that the people to whom the number is alloted should give a call back option for all users
