Currently no live chat pop up, please help, i need to change plan urgently

my call has over the usage,which is very strange as my plan is unlimited calls, i can't call out,

and i wanted to speak to someone on live chat, but your live doesn't pop up,

can you please help urgently, i also wanted to change plan.
