Internet way too slow and cannot change my internet plan!

Keep doing speed test, Turned modem on and off few times, My average speed is 1.1mbps to 4.5mbps. And keep stop working. Now I cannot even watch youtube. Requested to swap internet plan from ADSL2+ to NBN. One of your staff(Apple) tried to connect specialist due to wrong address type has been registered by NBNco. But Ive got nothing until now. I am getting crazy to dealing with this for 5 months!! Please solve this out please!!!!!!!!!!!!
