NBN internet not working

NBN is not working. NBN box has green lights for both Power and Downstream, but Upstream light is flashing and Online is blank. 

I have confirmed there are no outages in my area 
I have removed power from both the NBN box and my modem, waited a minute and then reapplied power but this made no difference
