TPG won't install their side of the Network Boundary Point for FTTN - Wall Socket

I have just moved house into a new stand alone house in the NBN FTTN area. The house has previously been renovated so there is no Wall Socket installed. TPG have activated my account at my new house but are saying that it is my responsibility to have the wall socket installed. As the wall socket is the Network Boundary Point, I thought it was TPG's responsibility to have the cabling installed up to the socket.
