The trouble shooting I have done so far is going into the admin of the router, but this is just WIFI and broadband settings. The telephone works for calls to local and mobile numbers in Australia. It isn't able to call 13XXXX numbers. As such, the problem isn't going to be resolved by a "reseat the cable" fix. I am not sure rebooting the NBN box will work. It feels more like a configuration issue.
