I have got the same issue. Called the HelpDesk and was recommended to go to NBN Cable Broadband SL Bundle 25 (R) at the same (A69.99/mth). Done over on the phone and was told all completed on the same day. The upstream speed is improved from 0.9Mbps to around 4.7Mbps but the downstream stays around 12Mbps.
