Cancelled application refund

I signed up for ADSL2+ installation and paid $179 for installation and first month prepayment. The installation never took place as planned and I spoe with an operator who counldn't give me another installation date, Can I cancel my installation and get a refund of the $179. I've spoken with Telstra today and they can switch on my internet in the next 24 hours.
