TPG Jumpering scam

I recently moved house and my tpg service. The new apartment has had internet for days (pre-existing from the previous Tennant) while TPG got around to connection. Today, they connected the service but now are telling me I need Jumpering. Why do I require Jumpering when I've had connected internet this morning? Has TPG purposely cut my connection in order to charge me extra!?!
