Can’t downgrade the speed

I upped my nbn speed to the fastest but apparently my area doesn’t even have the fastest speed, I’m trying to downgrade but it won’t let me, why is it so easy to upgrade to something I don’t even get to use, I want to downgrade pleeeease, i don’t want to pay for something I can’t use
