Cannot connect to network even after enable roaming

Even after calling international and having support enabling roaming on my behalf I cannot find service on my TPG sim in Japan. I can't receive SMS so I can't login to My Account to do further troubleshooting.

I've tried everything:

• Had TPG support enable roaming.
• Tried restarting device dozens of times.
• Tried manually selecting roaming providers.
• Tried removing and re-installing sim card.

No matter what my device is stuck on no service.

I also can no longer call TPG support, the number (neither the regular 1300 nor the internaltional +61 2 9007 3023) won't allow me to call via VOIP service.
