Why TPG doesn't consult us before charging us on repeated mobile phone using extra data?

We have several mobile phones with TPG for many many years, one of which has been using an old plan "123 VM 2" (Plan ID XXXXXX) that only has 200MBytes data usage limit per month: TPG has been charging us many $10 or more extra charges every month from early last year for extra data usage on this phone without warning us properly these are for exceeding the monthly data usage quota, only some vague message on the phone saying "Your prepayment outside included value is low, we are charging $10.60 to restore it" etc. which is hard to say a warning let alone warning on the phone is using extra data. Why TPG doesn't send out warnings on repeated extra data usage? I would expect TPG could consult us first then charge these extra data usage if it has been repeated many many months?
