Why should I pay for extra charge

I recieved a message said: Our attempt to debit $69.99 from account # was unsuccessful. And I check my bank account. I got enough amount in it. Bank summary shows Tpg charged it 69.99 and returned it right away. I don’t know why, and now Tpg want me pay for the rejection fee?
