If you are asking if you can get an Internet service without an active phone line, it will depend on what type of service will be available for you.
If the service available at your house is ADSL/ADSL2+, then an active phone line is needed. If it's going to be NBN, it doesn't need an active phone line, but will depend on the technology that will be available for you.
