The problem is very consistent. It starts around 9pm and goes away after 11pm each night. Speed is gradually improving from 10:30 pm as more users go to bed.
During the day or in the morning it is perfect.
It looks more as CVC issue to me rather then line fault to troubleshoot.
We'd like to gather more evidence if it's really a CVC issue.
