Can't use safari or send/receive emails using iphone

I can't send/receive emails or use safari with my iPhone unless I have wifi.  My 3G doesn't appear to be working.  Any suggestions?

I checked your account and the area. I found out that there's an ongoing maintenance or upgrade on the Vodafone's network. This work may affect voice calls, txting and data services. The status of it is still Pending and should be done today. Please visit this link for more updates.

Thanks, spoke to a TPG person over the phone, problem solved.  I've been overseas, was due to some aspects of my phone being blocked
