Blinking DSL light on NCD means it is establishing connection to our network. We did an article that you may find helpful. This will help you on how to set your NBN-FTTC.

NBN FTTC Setup - General Setup
In this case, we've seen that the installation has not yet been completed by NBN Co. The installation has been rescheduled, further updates will be provided when it becomes available via SMS or Phone call.
We recommend to connect your ADSL2+ modem/router while waiting for the NBN installation to complete.
