Changed house and service, refund on the old account is not paid yet

I used to have fiber service and in my new house that service is not available. so I changed from Fiber to NBN on 1st Nov. As I paid in full for my fiber service right before changing; I was promised $69.99 refund via an email on the 2nd Nov. I have not received the refund yet and tried to call the billing department and waited for almost an hour 3 times. no one is responding; how can I get someone to take action. This is very disappointing.
