Charges on pending upgrade of NBN

Hi,

Still waiting on NBN upgrade requested nearly 2 weeks ago. Today I notice some sign of activity with a new charge to my credit card. But the amount charged is the $49.99 of my old plan, not the $69.99 charge of my new plan. I'm confused.
