After the recent 3 day email outage I now can't send emails. I get a Message - Failure sending message: 4.3.1 Out of disk space for temp file. Is this my problem or TPG's?

As it says that you are out of disk space, it means that you've reached the storage quota of your email account.
You need to free some space by deleting unnecessary emails saved on your webmail.
