Extremely slow HFC NBN

With TPG HFC NBN for a month now and the speed turned out to be extremely slow during peak hours. I'm on a 100/40 plan and the speed test result were way too far from promised.

 

I'm using the TP LINK VR1600v modem provided by TPG.

 

The highest download speed was around 90Mbps.

But the lowest was about 0.9Mbps. On average the download speed in the evening is around 10 ~ 20 Mbps and the upload speed is much better, was around 20 ~ 30 Mbps.

Called help desk and asking to monitor and nothing change.

The modem is getting a good sync speed and stability. What time does the slow speed issue usually start? Are you using a Wired or a WiFi connection?
