FTTC NBN NCD Connection Light Flashing RED

Hi - my NBN is not working, connection light is flashing red and making clicking sounds. No outages reported and I've done power reset for both NCD and modem. I've been on hold for tech support for over an hour now and can't keep waiting. Can you provide tech support here? Thank you
