I've since checked the status of the service and we have been advised by NBN Co. that there is large scale power outages due to storm damage and flooding that is impacting the nbn network as a result.
Power providers are working on restoring their outages caused by fallen power lines and damage etc. These are complex repairs and therefore carry no ETR.
Over the past couple of days the weather has eased slightly, which has allowed access to sites to assess damage and undertake some restoration activities, including the deployment of generators to some cabinets and other sites affected.
It showed based on the line test that your internet is up and running now despite the faults in the line.
