Moving Home - NBN

I am currently renting an apartment and about 4 months ago got changed over to the NBN. As i have had every intention of staying with TPG i signed on for an 18 month contract and had not looked back. 

 

Now i need to move home (need more space for a baby) and would like to move my current plan to the new place. There is confusion on whether NBN is available at the property or not as it lies on a suburb border. One page says there is NBN and then another says there is not.

 

I have called TPG and they told me there is no NBN and they are not even able to offer ADSL2+ at the property either until at least 31st DEC.

 

What are my options in this regard as TPG will continue to either charge me every month for a service that they can not offer or charge me a $350 fee for cancellation.
