NBN HFC drops out intermittently

For the last week and currently, HFC drops out for about one to two minutes at a time. Drop outs happen every 20 minutes or longer.

My connection started dropping out again at 1pm. Arris modem lights flashing constantly., Upstream, downstream and online.
Still no connection so far.
