Hi guys,
This topic has ALMOST been covered a few times before, however the fixes tend to be with the Netgear Orbi RBK50 and nothing on the RBK23.
My situation;

Thanks for your query!
We dont support modems other than TPG supplied modems.
But the tricky setting most people need to find is indeed the VLAN 2 setting, which u already found.

But do TPG supply any mesh network routers? Netgear thinks this issue requires TPG support, and TPG thinks it does not...

Did you resolve your VLANID issue?
On the Netgear website, the RBK23 points to the RBK50 user manual, so they may be the same.
From the BASIC Home page:
4. Select ADVANCED > Advanced Setup > VLAN/Bridge Settings.
The VLAN/Bridge Settings page displays.
5. Select the Enable VLAN/Bridge Group check box.
The page expands.
6. Select the By VLAN tag group radio button.
The section expands.
In the following, if there is a rule Internet already, try to edit it. VLANID is 2, priority is 0. Select all ethernet port plus wireless.
7. Click the Add button.
The Add VLAN Rule page displays.
8. Specify the settings as described in the following table.
Field Description
Enter a name for the VLAN tag group.
The name can be up to 10 characters.
Name
VLAN ID Enter a value from 1 to 4094.
Priority Enter a value from 0 to 7.
Select the check box for a wired Ethernet port.
If your device is connected to an Ethernet port on the router, select the Ethernet port check box that
corresponds to the Ethernet port on the router to which the device is connected.
You must select at least one Ethernet port. You can select more than one port.
9. Click the Add button.
The VLAN tag group is added.
10. Click the Apply button.
Your settings are saved.
