Poor NBN performance

I am paying for NBN100 service that is advertised to support 6-9 users simultaneously.
I am expected to get speeds of 85Mbps during peak times, which when running speed tests on my phone and laptop, I can achieve.
However, when my partner is watching Netflix on our smart tv and I attempt to use my PS4, I can only achieve speeds around 10Mbps and experience lag and latency that makes gaming impossible.
